Cutting Through the Noise: Connecting Prevention to VT Policy in 2025

Tuesday, October 14th, from 1-2:30 pm

Workshop Description:  Are you concerned that your “voice” has been lost in the current “noise?” Vermont is facing many crises, distractions, and competing priorities right now it can be difficult to get policymakers and the public to focus on the solutions that are effective. Clear, pragmatic approaches to communicate the value of preventive measures is needed for local communities and all Vermonters.

Learn simple strategies you can use to successfully advocate for policy-based approaches to long-lasting systemic barriers to public health. This workshop will help you:

  • Make the case for prevention: Use relevant data and storytelling to highlight the value prevention plays in keeping our communities healthy:
  • Engage with the supportive policymakers: Identify and meet policy leaders who are willing to develop and champion prevention policy initiatives;
  • Frame a call-to-action that resonates: Create compelling content that is both educational and emotionally resonant to grab attention and drive action;
  • Build coalitions: Collaborate and build coalitions with allies and unusual suspects to build prevention campaigns that will have an impact.

About the Facilitator:

Jill Sudhoff-Guerin has 14 years of experience working in the Vermont Statehouse, focused on advocating for public health and mission-driven campaigns. She has previously served as the Vermont Medical Society Policy and Communications manager, policy lead for the Vermont chapter of the American Cancer Society, and legislative and regulatory analyst at Leonine Public Affairs (previously KSE Partners). Jill currently provides communications and policy support through her independent firm, Maidstone Public Relations.

Introduction to the Prevention Core Competencies for Prevention Professionals

Date: November 17th, 9 am to 4:30 pm, 18th, 9 am to 4:30 pm, and 19th, 9 am to 12 pm (two and a half days total)

Location: Stoweflake Mountain Resort and Spa, 1746 Mountain Road, Stowe, Vermont

Audience: Prevention and prevention-aligned professionals at the beginning to the intermediary level. 

Cost: There is no cost to attend the Introduction to Prevention Core Competency Workshop. All participants are required to attend all 3 workshop sessions. Lodging, meals and transportation costs are up to the participants. Please check with your regional and local prevention organizations for support.  Lunch is provided for Monday and Tuesday. Coffee/Tea is available during the workshop.

The Introduction to the Prevention Core Competencies for Prevention Professionals, covers the foundations of substance use prevention science for early and mid-career prevention professionals. The curriculum utilizes evidence-based strategies for adult learning; and builds upon and complements existing workforce training curricula and resources (e.g., Substance Abuse Prevention Specialist Training (SAPST), Foundations of Prevention Science and Practice Curriculum, and Universal Prevention Curriculum). There are no prerequisites required for this workshop. 

Course Goals:

  • To provide an overview of prevention science and its application to practice.
  • To strengthen understanding of effective planning and implementation approaches to prevention services.
  • To raise awareness about the training and credentialing needs for the field.
  • To encourage the pursuit of more specialized training.

Upon completion of this course, participants will be able to:

  1. Describe the key elements of prevention planning and evaluation.
  2. Discuss the core prevention professional knowledge, skills, and competencies;
  3. Acknowledge the importance of research-based theories and processes that help explain and build effective prevention interventions; and
  4. Describe how evidence-based (EB) prevention strategies can be delivered across settings, including the family, school, media, community, or workplace.

Jessica Bickford is the Coordinator of Healthy Lamoille Valley, a coalition serving the youth and adults in rural Lamoille Valley in Northern Vermont. She has been working to grow the coalition and deepen the work over the last 12 years. Jessica is a lifelong learner with a BA in interdisciplinary studies (Recreation and Psychology) from Plymouth State University. Jessica is a graduate of the Boys and Girls Club’s Strom Thurmond Leadership Program, the New England’s Advanced Technology Transfer Center’s Leadership Development Program, CADCA’s National and Graduate Coalition Academies. Jessica is part of Vermont’s first cohort of Certified Prevention Specialists Certification receiving certification from the IC/RC in 2023. Jessica has been supporting Vermont’s statewide prevention efforts since 2016 as a longstanding member of Prevention Works VT’s Steering Team. Jessica serves on CADCA’s Coalition Advisory Council, representing Vermont and bringing representation of small rural community coalitions.

Robin Rieske, MS, CPS (she/her) is the owner of Consulting Works, LLC, which provides organizations and individuals with training, education, technical support, strategic planning, and other prevention services.  Robin worked as a Prevention Consultant for the State of Vermont for over 30 years, providing consultation and community organizing to coalitions and other community sectors throughout New England. She teaches Prevention Ethics, Advanced Prevention Ethics, and SAPST. Robin also chairs the Vermont Prevention Certification Board and serves on local Prevention Boards in Vermont, and works as a Consultant in Vermont with prevention coalitions and statewide initiatives.

Session One: Core Principles:

Through lecture, discussion, and activities, learners will:

  • Review the definitions of:
    • Prevention
    • Harm Reduction
    • Recovery
  • Define and analyze how the three philosophies overlap
    • Define the similarities and differences.
    • Create a list of overlaps.

Session Two: Opportunities for Collaboration: Through lecture, discussion, and activities, learners will:

  • Review techniques for creating shared goals and objectives
  • Review effective communication skills
  • Define clear roles and responsibilities
  • Analyze problem-solving and conflict resolution skills
  • Review the components of creating a memorandum of understanding (MOU)

The process of selecting prevention strategies that best fit the needs and assets, readiness, and capacity of a community begins with identifying evidence-based interventions. These are catalogued in registries or databases of evidence-based programs (EBP), policies, and interventions. 

This 2 part series, with an optional in-person component, will provide the essential information and tools for prevention organizations and staff to choose evidence-based programs that fit their community needs.
